11/8/07 Nottingham - The Industrial Waste Dustin of the East Midlands

WRG have now submitted their revised revised planning application to expand Nottingham's Eastcroft incinerator..

WRG were refused permission to expand their dirty incinerator in September 2006, however now they want a second bite at the cheery and have submitted a new application.

There is little change to the design other than cosmetic and so we will continue to object and campaign against this un-necessary cancer factory.

In the application, WRG now very clear that they want to be able to import any 'non-hazardous' waste from upto 35 miles, and intend to burn any combustible commercial and industrial waste.

This could make Nottingham the industrial waste dustbin of the Eats Midlands!

26/07/07 WRG Change Curse but you can't polish a TURD!

In September WRG's application to expand Nottingham's incinerator was unanimously rejected, WRG subsequently appealed to the Planning Inspectorate and NAIL were preparing to fight a Public inquiry.

WRG have now retracted their appeal and plan to re-submit a new planning application. However all that changes is the looks, the plan will be 'tarted up a bit'. unfortunately they still plan to incinerate other people's waste, polluting or air, land and water. WRG could have chosen to help the environment by building a recycling facility, but yet again they put profit before people.

NAIL will yet again fight these proposals and we will no doubt have the massive groundswell support.

 

9/2/2007 Nottingham City Council miss leads their Electorate

 

Government statistics show that Nottingham city council has one of the lowest recycling rates in the UK.

 

So you can imagine our disbelief when Labour sent a promotional leaflet to tens of thousands of homes across the city, claiming they were 'committed to the environment' and 'prioritising recycling and climate change for future generations'. The city has some great ideas on climate change but their attitude to the incinerator and recycling is one they should be seriously embarrassed by, not proud of.

 

Leader of the city council Jon Collins states in the leaflet that Labour has made the recycling rate grow at a fast rate, he claims 'we are now in the top 3 of the UK's top cities'. We would like to put the record straight.

 

In the last official results published by Defra, Nottingham City came 339th out of 393 local authorities. In fact the recycling rate was less than 4% above the worst performing authority in the UK.

 

In the leaflet Labour claims that it has 'consistently campaigned' to stop the expansion. Perhaps we just didn't see them at our protest and public meetings? This is the same council who supported the expansion from the outset and is the incinerators largest customer by far.

 

Lets hope that now we have educated the Labour Group in the madness of incineration, they will turn their new ant-incinerator enthusiasm into convincing their own Government not to expand incineration nationally three fold, as they plan to make it Government policy!

04/01/07 Nottingham City Council Recycling .. .... Bottom of the Class again! 

In a recycling rate league table released by the Government, Nottingham City Council came an embarrassing 339th out of 393 local authorities, with a combined recycling and composting rate of just 18.6 per cent for 2004-05.

 

Nottingham's Recycling rate is less that 3 per cent higher than the worst performing authority in the UK, Tower Hamlets. But it doesn't have to be this way, if next door neighbours Rushcliffe can achieved the second highest rate of 50 per cent why can't Nottingham?

 

Well unfortunately Nottingham City Council choose to incinerate our waste at Eastcroft incinerator in the city centre. Eastcroft is the worst performing incinerator in the UK, with a history of pollution breaches, warnings from the Environment Agency and history of breakdowns and technical problems.

 

Instead of recycling and saving the earths dwindling resources, our City Council choose to pollute our environment with climate change gases, toxic heavy metals and dioxins, the most cancerous group of poisons known to man.

 

What can you do? Apart from the obvious and reduce, reuse and recycle your waste, tell Nottingham City Council and your councillor what you think, remind them that they are all up for election in May, ask them what are their plans to improve on this appalling situation.

NAIL has applied and been granted Rule 6(6) status under the Town and Country Planning Act, which means that we can give evidence and cross examine witnesses at the public inquiry, likely to be in Summer 2007.

20/10/06 - Planning Appeal

 

WRG's has now formally appealed to the planning application rejection, this can now be viewed on the Planning Inspectorates website, see link bellow.

 

 

Members of the public can submit objections, but cannot give evidence to the inquiry, which is expected in late summer 2007. NAIL will however be allowed to give evidence as an 'umbrella' organisation, representing the community and community groups and organisations. 

 

If you represent a community group or organisation which agrees to be associated with NAIL and represented by us at the inquiry, please email us with permission to quote you as supporting our campaign. The more groups we can represent, the more weight this will add to our campaign.

 

An initial outline of objections needs to by submitted to the inspectorate by the 30 November, however all previous objections will be taken into account and objections submitted beyond this date from the public will be accepted.

 

NAIL has taken legal advice and if we were to be represented at the inquiry by a barrister, as WRG will be, we will need a substantial legal fund. So we are looking at other ways of obtaining some legal help without the enormous costs.

20/09/06 - Plans Finally Rejected !

 

After a debate, councillors on the committee rejected the application unanimously, accepting the recommendation of the planning officer. The application was turned down as the proposals do not fit in with plans for redevelopment of the surrounding area.

 

Three amendments were put forward to reject it on additional grounds, but these were voted out. The additional objections, which were all part of NAILs objections were;

 

1. Proximity Principle - Waste should be dealt with as close to the source and not import from up to 35 miles away

2. Traffic - The additional 106 lorries a day on Nottingham's roads would increase congestion and pollution

3. Waste Hierarchy - We should put priority on recycling over incineration 

 

Although the addition of these objections might seem logical, we support the overall decision as it makes the legal case stronger and more defendable should WRG take this to appeal.

11/09/06 - Planning Officers Report

The Planning Officers report has now been made public. This report will go to the Development Control Committee on the 20th September, when it will be considered and the application voted on. The report is recommending that the Committee refuse permission.

What Next? - Although this is fantastic news, our fight goes on until these ridicules proposals are dead and buried. It is highly unlikely, but possible, that the committee could ignore the recommendation and vote to grant permission. The most likely outcome is that the committee will in fact agree and refuse.

Waste Recycling Group (WRG) could appeal if they have sufficient grounds. This we believe will be a futile and an expensive course of action and a burden on the Council Tax Payer.

14/08/06 - Nottingham City Council Meeting

NAIL campaigners greeted councillors attending the City Council Full Committee Meeting in July. At the meeting the incinerator expansion was discussed for over two hours and not one councillor spoke in support of the expansion! Many councillors in fact had copies of our leaflet and made reference to them in their speeches, thanks to all those who helped us before and on the day!

13/01/06 - Dirty Tricks from the Dirty Incinerator!

NAIL has received a leaked letter sent to by Waste Recycling Group to all city councillors, detailing their position on the incinerator expansion and invite the councillors o visit the incinerator, to better understand WRG's proposals.

We find the timing of this letter absolutely deplorable as the planning decision is imminent. In addition the invitation includes the councillors on the Development and Control Committee, those who will be making the decision.

 We believe that this letter is a deliberate attempt to pressurised councillors and to muddy the waters.

05/06/06 - The Decisions Imminent

The decision on whether to grant planning consent to expand Eastcroft incinerator will not go to vote in June, it is now highly likely that the Development Control Committee will vote on 19 July.

We are now calling on our supporters for the final push, we have until 1st July to lobby the committee Click Here we will be present from outside Nottingham council house to greet the committee at their next meeting on 21 June and the final vote date of 19 July.

11/04/06 - Public Meeting

Despite the fact that both the City Council and the Environment Agency failed to turn up, around 120 members of the public did to hear NAIL

There was a heated debate, NAIL is very grateful of the support it received, this will spur us on.

We feel that it is extremely sad though that in a democracy, the two Public Bodies who should be answerable to the us couldn't even listen to our views and concerns!

NAIL Public Meeting

Unfortunately BBC Radio Nottingham will not be taking part in the public debate as the Environment Agency and the City Council have pulled out of the debate. NAIL will STILL hold a meeting where we will update you on events and how we can still campaign.

We feel that it is extremely sad that in a democracy, these two Public Bodies who should be answerable to the public, won't even meet them to listen to their views and concerns.

08/03/06 - Banner Protests

Local residents supporting the NAIL (Nottingham Against Incineration and Landfill) campaign raised their profile to prevent the expansion of Eastcroft incinerator by creating colourful banners and displaying them across streets in the community of Sneinton.

06/03/06 Over 3000 Signature Petition Handed in

NAIL has now obtained over 3000 signatures, calling for Nottingham City council to object to WRG's plans to build a third incinerator in Nottingham, and calling on the council to improve improve its third word recycling rates.

05/01/06 - Its a New Year, Same Old Pollution Breaches

Eastcroft Incinerator continues to breach its emission limits, defined in its operating licence. There has been three separate Carbon Monoxide (CO) breaches within a week, this makes 5 breaches since we last reported, 31 breaches in the last four years.

he Environment Agency has since issued WRG with a written Site Warning, although the Agency still refuse to use its power to force WRG to comply or shut it down. This is a tougher step than of previous, maybe the our publicity and pressure is paying off?

 

Nottingham's Third World Recycling

In a recent recycling and composting league table, Nottingham City has come an appalling 341st out of 393 local authorities, with a pitiful recycling rate of just 8.72% and a composting rate of 5.28%, totalling 14%. 13/12/05 - IPPC Licence Granted

The Environment Agency have today announced that they have in principle approved Waste Recycling Groups application for a licence to operate their proposed third incinerator. This is the first hurdle WRG have to get over, the decision to build the third line is far from decided. WRG now need planning permission which the results of which will not be known until early 2006. For more information, Click Here

03/12/05 - NAIL Community 'Rubbish Day'

This fun day out was all about communicating with the general public about the incinerator in Nottingham, what happens to our waste and the plans to expand it.

Communication took the form of a very fun and positive way through workshops, painting, games and talks.

21/11/05 - We took our Protest to the Environment Agency's front door

 

This morning at 8am 30 NAIL campaigners protested outside the Environment Agencies offices on Sacrrington Road and on the road adjacent to their offices off Ladybay Bridge Nottingham. We greeted the employees as they arrived for work, we handed them flyers, waved banners and placards and delivered a letter to their office. We are demanding action to be taken over the highly polluting, emission breaching, cancer causing incinerator, which has had 27 known pollution breaches over the past 4 years. Clear Here

 

13/11/05 - Street Banner Protest

Today local residents of the Cancer Factory sent a clear message to those who are planning to expand Eastcroft, that their plans are not welcome. NAIL supporters erected a 10 metre banner saying "Stop the Incinerator Expansion" stretching across Sneinton Boulevard. Clear Here

 

8/10/05 - Public Protest Nottingham

Today the residents of Nottingham sent a clear message to Waste Recycling Group that we will not stand by and let them put their profits before our health and our Environment.  We had our biggest turn out yet with well over 100 campaigners and numerous members of the public joining us. We also sent a clear message to those we voted into power, that the residents of Nottingham do not want another incinerator, that will increase the risks of cancers, heart disease, respiratory disease, child mortality etc etc.

The protest received massive publicity on three local and region radio stations and region TV.

19/9/05 - NAIL Public Meeting

A fantastic turn out to the meeting with over 80 local residents, the majority of which are new faces to our campaign. Thanks for the support and for all those who have agreed to help stop these plans. The event was attended by the BBC, 96 Trent FM Radio, the Nottingham Evening Post and IndyMedia.

At the meeting we recruited many more volunteers willing to help stop these proposals. Volunteers came forward to join the campaign committee as well as helping in other ways such as leafleting local areas etc.

27/8/05 – Environment Agency Fail to ACT (AGAIN!)

We have received a response to our letter of 17 August, requesting that the EA use their powers to force Eastcroft incinerator to comply with its operating licence and to issue a prohibition notice to shut it down until they can demonstrate that they can comply.

Unfortunately although the EA were concerned at Eastcrofts recent dioxin breach, they suggest that the release of the most cancerous substance known to science (9 times the limit) would have a negligible effect on human health!

We foolishly believed that the EA's remit was to protect the public and the environment from those who's remit is to make loads of money. So why does Eastcroft continue to breach its licence and remain operating and avoid prosecution?

7/7/05 – Eastcroft Planning Application Submitted

Today we received the unfortunate news which we were all dreading, but expecting.

 

Waste Recycling Group, owners of Eastcroft incinerator have now submitted their planning application to the local authority, to expand Eastcroft incinerator, Nottingham's Cancer Factory.

 

11/7/05 – Eastcroft Emissions Breach

The Environment Agency reported that during routine emissions sampling of the Eastcroft Incinerator, the level of dioxins released into the atmosphere were found to exceed their authorised amount by a shocking 900 %.

 

We demand that the EA take action from this highly polluting plant, which breaches its authorised emission levels.

 

Dioxins are classed by the World Heath Authority as the most cancerous substance known to science. Despite this the incinerator owners only measure this highly cancerous substance once every six months. Independent  measurements are taken by the Environment Agency only once a year!

 

We demand that the Environment Agency take action against them, that the plan to expand the plant be stopped and that the current plant is shut down.

 

26/6/05 - NAIL and MAIN Unite

 

NAIL has today joined forces with Mansfield Against Incineration (MAIN) who are a group of local residents who are campaigning to ensure that the county council rule out building a new incinerator, when they pick a waste company to handle long-term disposal of the rubbish that district councils collect.
